The Florida Department of Children and Families, Substance Abuse and Mental Health (SAMH) Program Office requested a comprehensive review of the Sexually Violent Predator Program Office (SVPP) by forensic mental health experts.
- Report authored by a review panel made up of Chris Carr, Ph.D.; Anita Schlank, Ph.D., ABPP; and Karen C. Parker, Ph.D. The report date is September 23, 2013.
For 14 years, Florida Statutes required a long-term study of the efficacy of Florida’s Sexually Violent Predator Program (SVPP). Data collection stopped in 2013, and the law was changed so that no further study was authorized. Florida’s released “Sexually Violent Predators” have not been detected to sexually re-offend at rates higher than randomly selected sex offenders. The Static-99R was more accurate than the Static-99, but it had a smaller effect size than in the development samples. All of the www.static99.org comparison groups over-predict detected sexual recidivism for these people. The authors illustrate how to check the accuracy of individual SVP evaluators’ risk predictions. Florida’s completed 14-year efficacy study does not show that civil commitment reduces detected sexual recidivism.
