State Expert Psychologists Flip Over Perrot
Recommend His Release
There has been much going on. I can tell you some of it but there are other things I cannot yet disclose because I do not want to tip my hand. Here is part of what I can disclose.
Both of the State's original Multidisciplinary Team psychologists who initially evaluated me have now changed their opinions and have recommended my release.
In 2012 I was evaluated by two Florida Department of Children and Families Multidisciplinary Team member psychologists, Dr. Karen Parker and Dr. Amy Swan. Dr. Parker is a former Director of the DCF Sexually Violent Predator Program. Dr. Swan formerly worked at the Florida Civil Commitment Center treating sex offenders. Both Dr. Swan and Dr. Parker have had decades of education, training, and experience evaluating and treating individuals convicted of committing a sex offense. Both have now determined that I am not a sexually violent predator, both have determined that I do not meet criteria for commitment, and both have recommended my release.
In November, 2022, Assistant State Attorney Kendall Davidson directed Dr. Parker to re-evaluate me because her previous evaluation was stale. ASA Davidson never advised Dr. Parker about the book I am writing, Stratagems of the Devil: How Florida Prosecutors Created and Used Some of the Most Dangerous MeToo False Accusers in the World. Davidson also failed to inform Dr. Parker about my website promoting that book, www.garyperrot.com. I, however, did.
No doubt the results of Dr. Parker's evaluation shocked Davidson.
In December, 2022, I received a notice titled “Additional Discovery” from ASA Davidson. Davidson was notifying me that he was removing Dr. Parker from the State's witness list. Davidson was also notifying me that he was “withholding” from me the 2022 evaluation report compiled by Dr. Parker.
Not to be dissuaded, I filed a motion to compel discovery from the State. The motion was heard on April 28, 2023 before Judge Aaron Hubbard.
Judge Hubbard stated during the hearing that he did not have a problem with me obtaining a copy of the report directly from Dr. Parker as Judge Hubbard did not consider the report to be confidential as Davidson did not file it with the court as a confidential document. ASA Davidson did not look happy about that.
Attorney Jeanine Cohen, my standby counsel, was also present at the hearing via Zoom and heard Judge Hubbard's comment. Cohen immediately picked up the phone and called Dr. Parker so Dr. Parker could hear what was taking place in court. By the conclusion of the hearing I had a copy of Dr. Parker's report.
The report revealed that Dr. Parker changed her opinion. Dr. Parker determined that I am not a sexually violent predator. Dr. Parker determined “that Mr. Perrot does not suffer from a mental abnormality or personality disorder that would make him likely to engage in acts of sexual violence if not confined in a secure facility for long-term control, care and treatment." (Emphasis in original). I then filed a copy of the report with the clerk of court, claiming the report to be confidential. I also named Dr. Parker as one of my expert witnesses.
ASA Davidson has announced numerous times in open court that he was not going to use Dr. Swan any further in my case. The reason was because Davidson reportedly became upset at Dr. Swan because she recommended someone else's release in another case unrelated to mine. Not using Dr. Swan is Davidson's way of punishing her and being vindictive.
In March, 2024, I finally received written confirmation from Davidson that the State was no longer going to use Dr. Swan as a witness. I then immediately hired Dr. Swan to re-evaluate me.
Dr. Swan met with me via Zoom on April 19, 2024. During the meeting I informed Dr. Swan about my book and website. At the conclusion of the meeting Dr. Swan informed me that her written report and recommendation would be forthcoming.
On June 13, 2024, Dr. Swan issued her written report. The report revealed that Dr. Swan changed her opinion and determined that I am not a sexually violent predator. Dr. Swan stated, “it is this examiner's opinion that Gary Perrot DOES NOT SATISFY CRITERIA for civil commitment as a sexually violent predator.” (Emphasis in original). I have filed a copy of Dr. Swan's report as a confidential document with the court and supplied ASA Kendall Davidson with a copy.
I have talked with a number of DCF multidisciplinary evaluators. They agree that Davidson should now voluntarily dismiss the State's Petition. Unfortunately Davidson does not agree. He is still pursuing my commitment. He hired a psychiatrist to evaluate me. The psychiatrist is a gunslinger for the State in death penalty cases. I mentioned that the State hired her elsewhere on this website. No doubt she will somehow determine that I meet criteria for commitment.
The dirty, crooked and corrupt acts of Assistant State Attorney Kendall Davidson and the Pinellas County State Attorney's Office never cease to amaze me. But what amazes me even more is the fact that Davidson does not even believe his own experts (Drs. Parker and Swan) when they change their opinion! He only likes them when they support what he wants them to do.
At this point it is very clear that Davidson is being vindictive and is seeking retribution because I was able to give back the four natural life sentences that his Office begged the judge to impose on me back in 1996 after I was convicted.
